Heat oven to 180°C. Beat sugar, shortening, lemon peel, lemon juice, lime peel, lime juice and egg in a large bowl with an electric mixer on medium speed, or mix with spoon. Stir in flour, baking powder, baking soda and salt.
Drop dough by rounded tablespoons about 5cm apart onto ungreased baking tray. Bake 11 to 13 minutes per tray or until edges are golden brown. Cool 1 to 2 minutes; remove from baking tray to wire rack. Cool completely. Frost with Lemon-Lime Frosting.
